The Regulamin screen

Nerthus.Core (until cutover). This page describes the frozen system that runs today and is deleted at cutover. Replaced by: not yet written.

Regulamin is the regulation corpus, readable version by version. A sanction is judged against the text that was in force on the day of the offence, and this is the screen that shows you that text rather than today's.

It is public. No key, no sign-in, nothing. Somebody who arrives from a sanction notice to contest it has none of those and needs none.

The three columns

The documents are on the left, one version's text in the middle, and on the right the points a record may cite.

Pick a document, then a version. A link you paste carries the document and the version you were reading, so whoever opens it sees the same wording you did:

Old wording stays old

A point is never re-worded on your behalf. When you are reading an old version and a point has been changed since, the screen marks it and offers a link to the current wording - and the old words stay on the screen where they were.

That rule is the reason the corpus exists. Substituting today's text under a citation about something that happened two years ago would rewrite what happened.

Ask what was in force on a day

The date box answers which text was in force on that day, for the document you are reading. Write it as RRRR-MM-DD. A date the screen cannot read is refused rather than quietly treated as today, because today's rule shown beside an old citation is not a smaller answer, it is a wrong one.

Two answers here are ordinary and neither is a fault:

  • "Tego dnia nie obowiązywał żaden tekst tego dokumentu." The document exists and had no text in force on that day.
  • "Ta wersja nie ma transkrypcji." The version is recorded - its dates and where it came from - and nobody has typed the words in yet.

The points, and who may cite them

The Punkty column lists the numbered points of the version you are reading, which is what a record cites. You can narrow it to the points your own office may act on, to the points that belong to another authority, or show all of them.

A version with no numbered points has nothing to cite, and the column says so. A document that grants no sanctions at all reports that too - it is not missing data, it is a document that does not do that.

What this screen is not

It is not where a regulation is written or adopted. The corpus keeps one directory per version and never edits an old one, and a new version arrives as a text in that corpus like any other committed document. Who may propose one, and what has to happen before it is in force, is the Rada's own procedure and it is not a setting in this tool.

It is not the sanction register. The Kary screen is that, and it is the screen that cites these points.
